I agree...I don't think Cali has THE BEST DDR players. They have really good ones, but have they all seen ALL the other DDRers? I'm sure there's some DDRers not in Cali that are better then them. SoCal may have more Bemani machines then most other places, but that doesn't mean they're the best. Hell, NYC just got a version of Para Para Paradise, and so far, from what my friends have told me, there's already some people doing routines 4 days after the game came to NYC!
There is no "best". There are awesome players. But none are the best. Because they have different styles, and are different in the eyes of different people.
So I repeat, there is no best. DDR is not a real competitive sport like basketball or baseball. Sure, you can say that with technical, but with freestyle...it's not competitive. So no one's the best. Just really good DDRers.

Idiots, some of them are. This is the one of the reasons I don't want to go play DDR in Cali. I'm happy here in NYC. We may not have 5th mix or other Bemani games, but it's a nice, usually friendly place. I haven't met a total NYC DDRer who is a total moron yet in my 6 months of DDRing (however I hear at Chinatown Fair some people can be total pricks).
